How do you add cooldowns to every other sva? but the most broken sva just so happens to not have one? If there can't be a cooldown it needs to be removed. I fought for a minute and a half the other day and my hotbar was scrambled 6 times. 6 times in 90 seconds. Fighting SVAS is already hard...
